Approve an agreement between the City of Kingman Police Department and the U.S Drug Enforcement Administration (DEA) for reimbursement of overtime expenses incurred by a KPD detective assigned to the MAGNET investigation. There was an error in one of the attached easements for Project No. 8208553 that City Council approved at the Council Meeting held on September 1, 2026. Staff is resubmitting the easement for Project No. 8208553 for an underground utility line that will connect power from an existing power line to West Coast Netting's new hangar. This easement will cover a total of 2520 square feet of land located on West Coast Netting's leased property adjacent to Ziomek's leased property. Staff recommends approval.
The project is nearing completion, however, a contract time extension is needed to allow the contractor to address punch list items, do site cleanup, and perform additional work that is currently being designed. The additional work addresses an issue with an existing driveway on Airway Ave. A new contract expiration date of November 27, 2026 is recommended. This time extension/change order does not result in any increase or decrease to the current contract. Staff recommends approval.
ACTION ITEMS
The City received an application to purchase City-owned property identified as APN 310-21-028 within the Kingman Airport & Industrial Park. A portion of the property is currently leased and actively used by Musket Corporation to support its existing rail-served operations. The property currently generates approximately $61,000 annually in Airport lease revenue, supports an established Industrial Park employer, and may have increased long-term strategic and lease value as development, transportation, and infrastructure improvements occur in the surrounding area. There may be potential to consider a lease on the remaining portion of the property not currently under lease. Staff recommends retaining APN 310-21-028 under City ownership.
During the City of Kingman annual budgeting process, it was determined that potential reductions in the Kingman Area Regional Transit (KART) system would be needed. The KART Yellow Bus Route which primarily services multiples stops in the County north of Kingman was recommended for reduction. In order to keep the Yellow Route in operation, Mohave County has committed $30,000 in funding through June 30, 2027. Staff recommends approval.
